Educating and criminalizing aren't synonymous

child in trouble with parentsPolice in Scotland could pay a price if they don't enforce the nation's new law against parents spanking their own children, and a senior lecturer on social policy says this was the goal all along.

According to new government guidelines that go into effect November 7th, a parent seen smacking or spanking his or her child should be reported to police. Dr. Ashley Frawley, a sociologist and spokeswoman for the group Be Reasonable, tells the U.K.-based Christian Institute the guidelines criminalize parents.

"What the Scottish government has done really just puts a lie to what campaigners have been saying all along, that this wasn't about criminalizing parents; it was just about educating parents," Dr. Frawley comments. "Well, the very first thing that comes out is this is a criminal offense, and when the police show up at your door, they're not there to educate and support you. They're there to investigate."

She adds warns that this is what will happen when police get involved in family life; they will arrive to look for signs of a crime and abuse, which now include a gentle paddling for some wrongdoing.

"The question is why did they feel that they couldn't tell the truth the whole time," Dr. Frawley poses. "Because they knew that most people did not agree that this form of discipline should constitute a crime. Now that they feel the law is on their side, they're being much more brazen, and they're just coming out and saying what they mean."

Dr. Frawley adds that in calling on civilians to become informants, "twitching neighbors will have a field day."
