At a panel hosted by The Heritage Foundation, Haley Halverson of the National Center on Sexual Exploitation informed her audience that sex trafficking always follows legalized prostitution, citing a study of 150 countries.

“And this certainly includes the sex trafficking of children,” she warned.

Halverson suggested a three-pronged attack beginning with fighting the “public health harms” of the pornography trade.

“Second,” she continued, “we must hold companies accountable for creating safe digital spaces for children to prevent grooming for child sex trafficking and abuse, and third we must hold the line against pro-prostitution lobbyists to prevent the sexual exploitation market place.”

Halverson suggested that individual responsibility is necessary in challenging trafficking in any of its forms and at any step.

The Washington, D.C. city council, meanwhile, is considering an ordinance to legalize prostitution in the nation's capital.
