Pope Francis (Updated 2019)Breaking from the Catholic Church's long-held doctrine about marriage, Pope Francis is calling for countries to pass civil union laws for same-sex couples.

The pope's comments are featured in a just-released Italian documentary called Francesco. Translated, Pope Francis says, "Homosexual people have the right to be in a family. They are children of God. What we have to have is a civil union law; that way they are legally covered."

Philip Lawler, editor of Catholic World News (CWN), calls it a very unfortunate statement.

"Once again, Pope Francis is making a statement that is very confusing to Catholics," he laments.

For what it is worth, he points out that it is a political statement, not a theological one.

"This is a statement of what the pope thinks is politically prudent, which is never going to be a statement of Church teaching," Lawler notes. "The Church doesn't take stands on political issues."

Still, while the pope's political beliefs will not ultimately change Catholic doctrine, the CWN editor says the pope's comment is "the first step towards muddling it."

Lawler

"I can't imagine that it's a real threat, because the Church is never going to endorse same-sex marriage," he continues. "Marriage is a sacrament. You can't change a sacrament. You can't affirm something that's false."

So what Pope Francis said is a distinction that is likely to be lost – even on Catholics, as it certainly makes it harder to defend the faith.

"It is confusing, and it is undermining, and it's difficult for those of us who want to maintain the Church's teaching when there's this sort of background noise that leans in a different direction," Lawler concludes.
